The only reason your rating does not increase or decrease after a rating is given by a player is because the same player has already rated you. If he gives you the same rating, your rating will not change because it has already been given. If he changes his rating, it will change.

Bear in mind that your evaluations do not accumulate. If you rate a player twice you will only change your first rating.
