There are four cases in which you cannot write in the global chat:
1. You don't have a VIP.
Only users with VIP status can write in the global chat.
2. You are trying to write in an admin topic that is locked.

Such topics are released when we want to make an announcement . In order to keep the focus on what we want to say to the users and for everyone to be able to read it, it is not possible to write in the topic itself.
3. Your accounts is penalized for not following the rules.
If this is the case, again in the message input field will be written:
4. The moderator of the topic has kicked you out off it.
The moderator (creator of the topic) can delete the messages of the participants in it and kick the users he decides.
If you are expelled from a topic, this will be announced in the topic itself via an automatic message.
After that you will not be able to write in it anymore, but you can continue reading. Also, in the message input field will be written:
